The Demise of the 28-Clause Peace Initiative for Ukraine: How Diplomatic Efforts Continue to Stumble

Europe experienced widespread relief on Monday, as the tension triggered by the announcement of a new 28-point plan for ending the war appeared – temporarily – to have been stabilised. A American diplomat spoke of "notable headway" after Ukraine-US talks in Geneva. On Monday night, the Kremlin made its countermove: a renewed assault of missile and drone strikes on Kyiv.

The Rhythm of Negotiation and Warfare

The sequence of conflicting incidents captured the harsh reality of the current period. By day, negotiation efforts are waged: positive announcements are issued from various governments. Immense energy is devoted on managing specific proposals. By night, Russian leadership clearly shows the world that, for them, conflict continues to be the primary tool for achieving "settlement".

Nighttime Reality

As Russia's attack developed into the early hours of Tuesday, the immediate reality of Ukraine's vulnerability was exposed. Ukraine is equipped to monitor missile launches from enemy soil, a capacity afforded by current data. From vantage locations, defense planes that had been dispatched to engage hostile aerial threats streaked across the sky – advanced fighter aircraft supplied to Ukraine by NATO members.

Shortly after, Kyiv's air-defence systems thundered: multiple launches fired to intercept a hostile projectile. This was a sophisticated defense system at work, most likely delivered by allied countries. Every firing shakes the surroundings, causing tremors. The brief panic quickly gives way to sober acceptance: maybe the incoming missile won't cause damage this time, protecting urban areas from devastation and another blackout.

Ongoing Risks

Not long after, a heavy machine gun opened up on a unmanned aircraft somewhere nearby, part of a mobile-fire group – most likely imported technology. Sadly, the projectiles didn't strike the opposing UAV – it pressed on overhead toward its destination.

Intermittently, this persisted until dawn. Kyiv greeted the morning news: several casualties, damage and infrastructure problems in many homes as a result of the nocturnal offensive. As typically, everyone still continued their routines – enduring hostilities. But those full day demonstrated Ukraine's critical military reliance on external assistance – a reliance that European nations are evidently unprepared to fill in the immediate future.

Failed Diplomacy

The comprehensive proposal from US administration generated strong feelings, discussion and profound anxiety – and momentarily shifted focus from Ukraine's largest corruption scandal in years. Yet, we have witnessed similar scenarios, after prior negotiation attempts and multilateral gatherings.

Every new initiative from US leadership follows the consistent cycle: a diplomatic cavalry charge against Ukraine, which Kyiv, with partner nations, effectively counters. They manage the tension but never actually win the battle. This pattern will, no doubt, endure.

Strategic Calculations

It is convenient to criticize specific actors of repeatedly advocating Kremlin's demands. But that does not seem to be the whole story. US administration operates on a principle familiar among experienced diplomats: you cannot secure via talks what you have failed to defend militarily. The US administration assumes that it is impossible to compel Moscow to abandon the areas that it currently occupies in Ukraine's occupied territories.

The problem is that while acknowledging this situation, American administration does minimal to deter Moscow, through diplomacy or military means, from thinking that the current condition will not evolve additionally in its favour in the months ahead.

Divergent Views

Therefore, Moscow is convinced that time is on his side – that Ukraine and its allies are nearing depletion. Their motivation to sign a deal that does not give them the largest achievable advantage is virtually nonexistent. There may be many attempts to achieve ceasefire, but they will persist as long as Russia's leader remains highly assured in the conclusion.

On the contrary, Ukraine's government believes that Ukraine can still endure, slowly losing civilians and areas but preventing a entire defensive failure until conditions improve in its advantage.

Current Realities

Factually, there are no genuine requirements for a armistice. Now, personal considerations are entering the equation: leadership ambitions to mediate resolution and obtain worldwide acknowledgment, and the government's dual difficulties – on one hand, not to alienate a key ally, and on the other, to mobilize citizens around the national cause against any initiative Kyiv finds unsuitable, so that their attention does not switch to homefront challenges. And although their mission will now be significantly challenging after latest incidents, it remains highly unlikely that this will change their overall approach.

These two forces are influencing discussions.

Assessment and Future

It took a only one week to terminate the 28 points of the latest plan. Aggressive and erratic handling of the matter by American leadership, resistance by Ukraine and the rest of Europe, along with calming attempts of representatives, and finally, current information leaks, all did their job.

While new initiatives based on old ideas are forthcoming, Kyiv, London and other European capitals should reach an essential realization: Ukraine and Europe will only be able to counter political attacks from Washington that are based on Russian demands and reflect certain reluctance to modify developments, if they remain united and enhance their military capacity at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to overcome them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the predictable period, primarily depend on sustained allied backing.
